Early Marshalls have whistle in same place.
Not sure why the boiler inspector has to have an audible warning device thats a road traffic requirement i think. bulb horn or bell on steam tractors and wagons

There is a works pic in Middlemiss/Sawfords Allchin book on page 46 (bottom) that shows 1453/4 with a whistle in the same place as 1131....

Allchin 669 that i help look after also has its whistle in the same place as yours!
