Default Copper boiler on 3" Foden

I have recently come across a very nicely engineered 3" Foden wagon. I am trying to ascertain who built the boiler and the only identification on it is a stamp bearing A096. Does anyone recognise this number? I know the wagon was built prior to 2002 so carries no CE mark, but I was wondering whether this is a professional built one or not.

The engine has only had a few steamings looking at the cleanliness of everything, however it does steam well.

Any help would be appreciated.
