Councils can stop shows. Its a fact.

There may not be licensing required but the SAG (Safety Advisory Group) present within all local authority areas do have a fair few powers as they comprise HSE, Fire, Police, etc.

These day many events have to present to a SAG in advance of running to prove their competence. It is primarily on council lands but they do have wider ranging authority.
